Council Highlights - September 9th, 2024

Award of Tender - Design of Daniel Street – Albert Street Sewer Upsizing
Having recently received a Housing Enabling Water Systems Fund (HEWSF) Grant in the amount of $3,905,500, staff obtained a proposal from a standing-offer engineering firm to complete the design for the project. Council awarded the Daniel Street-Albert Street Sanitary Sewer Upsizing engineering design assignment to JP2G Consultants Inc, at a cost of $212,737.19 including HST, to be funded with 73% of the design being recovered through the HEWSF grant and the remaining 27% of the design cost be funded 25% from the Wastewater Reserve, 25% from the Water Reserve and 50% from the Capital Expenditure Reserve Fund.
Canada Mortgage Housing Corporation's Housing Accelerator Fund (HAF) Round 2 – Housing Action Plan
The HAF is a federal incentive program administered by the Canada Mortgage and Housing Corporation (CMHC) that supports local governments in boosting housing supply. In order to apply for this funding, Council approved a Housing Action Plan which includes the following initiatives to be undertaking with approximately 20% of the funding provided:
- End Exclusionary Zoning by updating the Official Plan and Zoning By-law;
- Increase Process Efficiency and Implementing Pre-approved Building Plans;
- Design and Implement Guidelines for Accessory Dwelling Unit Creation;
- Develop a grant program to encourage the development of accessory dwelling units; and
- Undertake a comprehensive review of development charges and the fee schedule to eliminate application and permit fees for priority housing types.
The additional 80% funding would be used to speed up the planned timeline for several projects required to be undertaken to support continued housing growth with the Town of Arnprior.
Solid Waste Management By-Law Update
The current Solid Waste Management By-Law No. 6394-14 requires updates to include the changes with the new blue box recycling program and to redefine the current rates, exceptions and annual fees for the solid waste management services provided by the Town. Council received a draft by-law which will provide the needed updates and the finalized by-law will be considered at the next Council meeting.
Zoning By-law Amendment 3/24 (150 Staye Court Drive)
Council received an application to rezone 150 Staye Court from “Mixed Use Commercial/Employment (MU-CE)” to “Mixed Use Commercial/Employment Exception XX (MU-CE*XX)”. The applicant is seeking the amendment to relocate of 23 self-storage buildings without foundations to locations on the subject property not less than 8m from the Highway 417 right-of-way, and to allow placement of 6 additional self-storage buildings 0m from the front lot line. The buildings are 5.8 m long, 2.4 m wide with a height of 2.4 m. A public meeting is scheduled for Monday September 23rd, 2024 at the regular Council meeting to hear any comments from the public.

- "Test Your Smoke Alarm Day" on September 28th, 2024
Municipal Grant – Arnprior Regional Health – The Grove Home Family and Friends Council Fundraising Event
Council approved a request for the waiving of rental fees for the Nick Smith Centre Community Hall for the Fiddles and Friends fundraiser taking place on October 20th, 2024.
By-laws
Council approved By-laws to enter into lease agreements for use of the Town’s water tower with Storm Internet Services and the County of Renfrew, as well as approving the Traffic and Parking By-law, discussed at the previous Council meeting.
