Council Highlights - November 24, 2025

City of Ottawa Mutual Aid Agreement
Council authorized a new automatic aid agreement with the City of Ottawa to provide for the provision of certain Specialized Rescue Services by Ottawa to Arnprior. “Specialized Rescue Services” means technical rescues such as technical rope rescue, confined space rescue, water/ice rescue, trench rescue, grain bin/silo rescue, and machinery rescue. In addition, under the proposed new agreement, Arnprior will provide an initial fire department response to structure fires to Ottawa. The reciprocation of these services will be at no additional cost to either municipality. Response from either department to an emergency is subject to the availability of the requested resources, recognizing that Arnprior’s service relies upon volunteer fire fighters.
Award of RFP for Fire Dispatch and Communication Services
Council awarded the Request for Proposal FD-2025-01 for Dispatch and Communication Services to the City of Brockville Fire Department for a three-year period from January 1, 2026, to December 31, 2028, with the option to extend for a two-year period.
Planning Applications Update
Council received a report from the Manager of Community Services/Planner outlining new development applications and planning inquiries received in 2025. 48 applications have been received in 2025, as compared to 30 in 2023 and 59 in 2024.
Biannual Financial Report
Council received a biannual financial report from the General Manager Client Services/Treasurer. As of October 31, 2025, 94% of budgeted revenues have been received (96%, 2024) and 87% of budgeted expenses have been expended (85%, 2024). The 2025 capital program includes over 49 projects (20 current, 24 WIP, 5 new) and over $33M in funding. While projects vary on their current stage of completion, significant progress is being made on the capital program.
2026 Calendar of Meetings
Temporary Exemption to Noise By-law
- Council granted a temporary exemption to the by-law to regulate noise on December 1st and 2nd, 2025 from the areas of Downtown Arnprior and for the hours as follows:
- filming between on John St. N. and Rock Ln. E. on Monday, December 1st, from 4:00 pm - 10:00 pm, with equipment removal until 11:00 pm; and
- filming near 24 Elgin St. W. on Tuesday, December 2nd, 2025 from 4:30 pm until 11:30 pm, with equipment removal until 12:30 am.
Resolutions:
Council approved a request for waiving the Museum rental fees (value of approximately $150.00 plus HST) for the Arnprior Cares Holiday Event to be held on November 25th, 2025.
