Tabling of the Draft 2025 Operating and Capital Budgets and Long-Range Capital Forecast (LRCF)
Jennifer Morawiec, General Manager, Client Services / Treasurer, and Lauren Vincent, Manager of Finance, presented the draft 2025 Operating and Capital Budgets as well as the Long-Range Capital Forecast (LRCF) and an overview of the Town’s reserves and reserve funds. Budget deliberations will be held on Monday, February 3rd, 2025 and Tuesday, February 4th, 2025 (if needed) starting at 5:00 PM in Council Chambers.
Zoning By-Law Amendment No. 6/24 (400 Division Street)
Council received a staff report from the Manager of Community Services / Planner related to Zoning By-Law Amendment No. 6/24 which sought to amend Zoning By-law No. 6875-18 to allow construction of a sales office / model home prior to draft plan approval at 400 Division Street. Following discussion, Council declined to support the application as the Town of Arnprior is not the approval authority for Draft Plans of Subdivision and it would be premature of the Town of Arnprior to permit a model home / sales office prior to approval of draft plan of subdivision by the County of Renfrew.
Automatic Aid Agreement (Fire Protection) – Mississippi Mills
Council received a staff report from the Fire Chief and adopted a by-law to authorize an Automatic Aid Agreement between the Town of Arnprior and the Municipality of Mississippi Mills to provide emergency fire services to four (4) properties on Head Pond Road North and Diamond Park Springs.
By-Laws and Resolutions
In addition to the above noted by-law, Council also adopted by-laws to authorize the 2025 Interim Tax Levy and enter into Transfer Payment Agreements (TPAs) related to two grants from upper levels of government (Investing in Canada Program – Green Stream and Ontario Fire Protection Grant).
Council passed resolutions to support in-kind municipal grant requests for the following community organizations and their 2025 events:
- Arnprior Braeside McNab Seniors At Home Program Inc. – Annual Memorial Butterfly Release – Sunday, August 17th, 2025
- Arnprior and Area Physician Recruitment Committee – 2025 Doctor’s Dining Duel – Thursday, April 24th, 2025
- Canadian Blood Services – 2025 Blood Donor Clinics – Four Dates (March 19th, 2025, June 16th, 2025, September 17th, 2025, and December 10th, 2025)
Council also approved a request from the Grade 5 and 6/7 classes at Walter Zadow Public School to support their “The Entrepreneurs for Change Project” with the donation of a FoodCycler Eco 5 countertop composter.
