Council Highlights - September 28, 2026

Public Meeting

Zoning By-law Amendment 4/26 – Marshall’s Bay Meadows Phase 5A

Council held a public meeting to receive comments from the public on an application to rezone vacant lands legally described as part of McNab Concession C, Part of lot 1;

Concession D. Part of lot 1, Road Allowance RP;49R19293 Part of Part 1, Arnprior. The purpose of the proposed amendment to Comprehensive Zoning By-law 6875-18, as amended, is to amend the zoning of the subject property from “Residential Four Exception 28 (R4*28)” to “Residential Three exception 48 (R3*48)” to permit single detached dwellings instead of townhouses and reduce the minimum required lot frontage for a single-detached dwelling from 12.0 m to 10.0 m in order to allow development of single-detached dwellings on narrower lots. Comments made during the meeting were considered by Council in making a decision on the application.

Staff also provided a report supporting the proposed amendment and Council adopted by-law 7702-26 to rezone the lands as requested.  The decision of Council is subject to a 20-day appeal period.

Reports

Retail Demand Study

At the previous Council meeting, the Town’s consultant tabled the Retail Demand Study for Council consideration. At this meeting, Council received a report from staff recommending that the Retail Demand Study be used as a long-range planning tool to guide and inform future decisions of Council and implementation by staff. The study can be found here.

Watersheds Canada Opportunity – Shoreline Naturalization.

Council heard a presentation from staff regarding the opportunity to partner with Watersheds Canada (WC) on a shoreline naturalization project. Council provided support for WC’s project with Canada Water Agency’s Priority Intervention Program (PIP) for its project on riparian zone restorations along the northern section of the Ottawa River. The Natural Edge program provides shoreline property owners, waterfront groups, and municipalities with the tools to naturalize their shoreline by creating a planting plan using native plant species. WC is seeking municipal partners to host demonstration sites where community volunteers can participate in shoreline restoration efforts by planting native vegetation. WC creates a customized planting plan and supplies the plant material. Along with the Town, they organize a site planting day with community members. This partnership also includes two (2) plant giveaway workshops, where participants (waterfront property owners) will learn about the benefits of naturalized shorelines for water quality and wildlife, develop a personalized shoreline planting plan, Q&A session with WC staff and then take home a variety of fifty (50) free native plants (trees/shrubs/flowers) to help restore their shoreline. Participants would be required to sign a 5-year Stewardship Agreement, agreeing to assist WC in monitoring the plants. As the goal of these projects are to restore shoreline, these residents need to be waterfront property owners. WC asks that the Town assist in advertising the program through promotion, assist with the implementation of a plant giveaway workshop, and secure demonstration sites in need of restoration. Proclamations

National Day for Truth and Reconciliation

Council recognized September 30th, 2026, as the National Day of Truth and Reconciliation (Orange Shirt Day) in the Town of Arnprior and encourages all Members of Council, staff and residents wear orange as a sign of respect and to honour the thousands of survivors of residential schools.

Small Business Month

Council proclaimed October 2026, as Small Business Month in the Town of Arnprior and encourage residents to shop, learn about and support local small businesses across the Town of Arnprior.   

National Dental Care Day

Council proclaimed October 10, 2026, as “National Dental Care Day” in the Town of Arnprior and encourage residents to recognize the importance of oral health and support initiatives that promote accessible dental care, preventive education, and community wellness.

By-laws

By-law 7704-26 - Amend Licensing By-law 6769-17 Schedule IV Hawker/Peddler

Council approved amendments to the Hawker/Peddler Licencing regulations including that no person shall operate as a hawker/peddler in the Town of Arnprior before 9:00 am or after 7:00 pm. and that no person shall operate as a hawker/peddler in the Town of Arnprior at any residence where a “No Solicitation” or “No Door to Door Sales” or “No Trespassing” or any sign of that nature is present.

Men’s Shed

Council approved the request for waiving the Nick Smith Centre Community Hall rental fees on November 15th, 2026, (value of approximately $470 plus HST) for their Men’s Shed Christmas Craft Sale.
