Council Highlights - February 9, 2026

Reports:

Award of Skate Park Design-Build

Council received a report outlining the Skate Park Design-Build tender process and requesting that the project be awarded to Papillon Skate Parc Inc. in the amount of $275,000. Papillon has proposed a new park layout of 7,780 square feet, featuring beginner and intermediate features. The park will be located adjacent to the entrance of the Nick Smith Centre at 77 James Street. Construction is anticipated to begin in early Summer and be completed in the Fall. Award of Water Filtration Plant Clearwell Replacement

Council received a report outlining the tender process to replace Clearwell #1 at the Water Filtration Plant. The project was awarded to Louis W. Bray Construction in the amount of $4,816,500 with contract administration services being awarded to Stantec in the amount of $387,420. A contingency of $520,392 was also approved. Funding for this project in the amount of $1,833,250 from the Investing in Canada Infrastructure Grant, with an additional $1,005,000 from the Ontario Community Infrastructure Fund, will provide assistance in completing this major infrastructure renewal project in 2026.

The following by-laws were passed:

• By-law No. 7651-26 – 2026 User Fees and Charges 
• By-law No. 7652-26 – Federation of Canadian Municipalities Green Municipal Fund Grant Agreement (Electric Fleet Feasibility Study)
• By-law No. 7653-26 – Skatepark Design-Build Award 
• By-law No. 7654-26 – Clearwell Replacement Award 

Resolution:  Long Range Capital Forecast

Council approved the 20 Year Long Range Capital Forecast (2027-2046) as a financial planning tool, to be used to inform the annual budget process, as well as, other financial planning processes and documents.
